that is a yellow argiope. They are common large spiders.

I've seen those before. Are they dangerous?

nope they're orb weavers and usually will leave you alone if you do the same. They're quite beautiful, and helpful if you have veggies or flowers nearby. They tend to take care of bugs like most spiders do.
