Butler's Garter Snake? ID Help Please (III)

I found this and several other specimens in a drained peat bog in Perth County, Central Ontario. I asked a few herpetologists if they agreed that it was t.butleri and they all did. I sent the pictures to the conservation authority that is responsible for the area and they said that it is just an eastern garter. Can anyone clear up the confusion?

That is a Butler's Garter. The first stripe from the ventral scales starts on scale row two and goes through row four. An eastern garter only runs rows two and three. (Conant/Collins field guide)

DNA proved it to be T. sirtalis.
