This is definitely a Bud-Winged Mantis, species PArasphendale Agrionina or Affinis. This species is native to the African savana, and is one of the few Mantis species which show a pronounced gender dimorphism, meaning that the female is much bigger than the male. When adult, the male is only about half the size of the female, and has a full set of wings and is capable of flight, whereas the female's wings are shorter (hence the name 'Bud-Winged Mantis') and are incapable of providing lift for flight. This species reaches an adult size of approximately three inches, and is an aggressive feeder, readily chasing down potential meals, and is prone to over-eating if it's food intake isn't carefully monitored, especially with the females.
