That isn't a bee at all. It is called a bald-faced hornet. It's not a true hornet though. It is a member of the wasp family and is closely related to the yellow jacket.

It is indeed a bald faced hornet.Its getting wood fibers (pulp) for its nest.They are a large hornet that packs a major wallop.I have heard them eating (crunching)the dog food out on the porch.Very strong mandibles.I watched a group of these take out all the occupants of a paper wasp nest and carry all the pupae away to feed thier young.They are very ruthless.WD
