This is actually a Damselfly, a close relative of the Dragonfly. Notice the thin body design and how the wings fold up over the body instead of being held straight out to the sides. They share the same life cycle and eat the same way as Dragonflies, but aren't as big or heavy-bodied. This particular Damselfly seems to be a Doubleday's Bluet, scientific name Enallagma Doubledayii.
