Truthfully, I don't think that is a collared. I think it is something like a fence lizard. Collareds don't have slick, long scales. Also, for any lizard, they need SPACE!! This one looks to have none. If you caught it in your backyard or somewhere close, I would return it and release it into the wild. It doesn't look like your ready to manage a happy, healthy lizard. Sorry for being so strict,

Dude, you need to get rid of most of your reptiles. The turtles cage are too small and same with this other lizard. Also, If catching WC reptiles, they need much MUCH MUCH ROOM!!!!!! I can not stress this enough. To you, I think you should stop holding WC animals at your house because you do not have the right setups for anything. Your turtle needs a filter. Your lizard needs heat, hide places, and Basking sites!!!!!!!
Right now, you unfortunately are not set for raising your caught animals. On the positive, Your snakes seem to be in good setups, and there is no problem there, those are taken care of.
Yet again I am sorry for my harshness, I am just telling you the truth.

This is a Desert Spiny (Sceloporus magister). They need a large cage with much space to climb and hide.

Looks more like a northern fence lizard to me (Sceloporus undulatus hyacinthinus), they're also in the wild here (VA), along with the blue and black neck thats visible in the pic, they have a mostly blue belly.

Take a pic of all your tanks, because in the picture, that said all your tanks, not one was big enough to hold this lizard or a turtle. Second of all, There should never be temporary cages for WC, You either have the equiptment to hold the animals or you DONT. They cannot take the stress for even a day in living in your environments. You can't just go out and get last minute supplies for any animal. I don't care if the cages are temporary or not, They are too SMALL!!!!My point is that you need a full setup before catching, keeping, or holding animals. IT IS THAT PLAIN!!!!
