Now missy,I ain't no expert,but that right there looks like the feller's got some shell rot,er mebbe an mold or algae growth.I reckon you should ask a turtle doctor right away b'fore it gets any worse.Best of luck to ya ma'am.LOL I'm not really a hillbilly.
