It's some kind of water snake. I'm not much of an expert on them, or know where you are so I can't tell you exactly what species. They all look pretty much the same anyway. Totally harmless either way but they have bacteria in their saliva so try to avoid getting bitten if it's an aggressive one, which they tend to be.
