You need a better picture. From the marginal scutes I would guess that it's some type of painted turtle (Chrysemys picta). Where did you find it, I don't know Western herps as well as the east.

looks like a caspian (Mauremys) or maybe Notochelys or even Scalia but a better shot is needed...can you geta plastral shot (a pic of the bottom of the turtle)?
