whatever it is it must be pretty strong it takes 40 lbs of weights to keep it in there

Yeah, deffinetly a strange setup. I'd like to know a little more about it, how it was made, what it is made out of, etc. I think he/she keeps aquatic turtles in this and the weights are probably to keep other animals out rather than keep the turtles in, please correct me if this is wrong. Have a look at the other pictures in this persons gallery, there is one of two turtles on material that is similar to what this looks like it is. Talk to you later,
