This is the blue form of the Green Tree Snake(Dendrelaphis punctulata. Found along the East Coast and "top end" of Australia, it is quite harmless and grows to about 5' total length. Beautiful specimen, it's too bad they are no longer available to herpetoculturist outside of Australia...
