Yes, this is an anole. Many people call them "chameleons," as they do change brown/green, but this is incorrect.
Here in Texas they're native.

My understanding is that they turn brown when cool and green when warm.

I've had them turn brown in my hand, even when I just messed with warm water. They turn colors when they want. One turned green when I picked him up, and then turned brown when I moved him from my shirt to my hand.

They turn colors do to stress, not heat.....
