Neither(or both and more depending on how you look at it), this is a stress related problem. It appears that your dragon has mild infectious stomatitis. This is a condition usally brought about by stress from an incorrect environment, poor nutrition, internal parasites, or a combination of the above. To keep your dragons mouth from getting worse you need to correct the underlying problem. Check out the water dragon forum for advice on habitat, environment, and feeding, and get a stool sample to a vet to check for parasites. Once all underlying condtions are corrected you can often scrub (gently!) the cheesy substance from your animals mouth and gums and be left with a happy, healthy water dragon. If you need any help feel free to post on the Water dragon forum.
