That snake is definitely Naja siamensis, or the black and white spitting cobra, according to the most recent taxonomy. It used to be that every spitting cobra in Asian was classed as N. sputatrix, but they've finally broken them up into N. siamensis, N. phillipinensis, N. sumatrana, etc etc. Anyway, it's a beautiful snake nonetheless, and a real rarity to get one to actually hood at a zoo.
