Melissa Kaplan´s tip:
Try soaking the dragon in a cool bath that you´ve added granulated sugar to. Heavy concentrations of sugar in the water draw out the fluids engorging the swollen everted tissue, wich may reduce it enough to be inverted back into place by the lizzard..

Looks like an infection in the hemipenis. I would get it to a vet. Or Sandfire Dragon Ranch has advice on this situation. I read it in their book. I'll look for the book then let you know.
