Yea, thats a kinkajou. They are small mammals from S. America in the raccoon family. If raised right, they can make excellent pets.

I have no idea. You'd have to contact your state's Game and Wilflife thing. I didnt ask anyone if I could keep mine because I dont care and I just dont tell anybody I have him.

If you live in the city, I would either ask the city about the laws or not get one at all. If you live in the suburbs or out in the counrty I wouldnt worry about if they are legal or not.

You should find a vet that can treat them before you get it. I am lucky and have three vets just in case my first vet is gone. They don't require any shots. I have mine as an indoor pet and stick to one schedule. I dont take him outside and I dont switch his schedule around so he has never gotten sick. I have never heard of any people that have had sick kinkajous. If I were you I would join the Yahoo! Groups: Kinkajous. Go to http://www.blue-n-gold.com/halfdan/osito.htm and scroll all the way to the bottom and there are some links so that you can join the Yahoo! Groups: Kinkajous.

How big of a cage do thay need

At least 6'x6'x6' but bigger if you have the space. For materials you should use a heavy wood frame and 1"x1" wire. Inside the cage should be branches, shelves, thick cotton rope, and a bed. You can use a ferret hammock for a bed.

Actually Rubermaide's 5 gallon box with a round hole cut in it works better. Plus it has a top to it that can easily be taken off if you want to get your kinkajou out.
